  • The question paper consists of 30 questions divided into four sections – A, B, C and D.
  • Section A contains 6 questions of 1 mark each. Section B contains 6 questions of 2 marks each. Section C contains 10 questions of 3 marks each. Section D contains 8 questions of 4 marks each.
  • There is no overall choice. However, an internal choice has been provided in 4 questions of 3 marks each and 3 questions of 4 marks each. You have to attempt only one of the alternatives in all such questions.
  • Use of calculator is not permitted.

SECTION-A

Question 1.
Use prime factorization method to find the HCF of 300 and 1000.

Question 2.
Find the value of k for which the quadratic equation 2x² + 5x + k = 0 has equal roots.

Question 3.
Find the 101th term of the A.P. – 4, – 2, 0, 2, 4, …

Question 4.
∆ABC is similar to ∆DEF. If AB = 10 cm, DE = 12 cm, perimeter of ∆ABC = 25 cm, find the perimeter of ∆DEF.

Find the distance of A(9, – 40) from origin.

Question 6.

Question 7.
Use Euclid’s algorithm to find the HCF of 612 and 408. Also find their LCM using their HCF.

Solve graphically : 3x – 2y = 5, 2x + 3y = 12. Also find area bounded by these lines with X-axis.

Question 16.
ABCD is a quadrilateral. Diagonals AC and BD meet at point O. Also AO x DO = BO x CO. Show ABCD is a trapezium.

OR

Sides AB and AC and median AD of a triangle ABC are respectively proportional to sides PQ and PR and median PM of another triangle PQR. Show that ∆ABC ~ ∆PQR.

Question 17.
Find the area of the quadrilateral whose vertices taken in order are P( – 5, – 3), Q( – 4, – 6), R(2, – 1) and S(1, 2).

A solid sphere made of copper has a diameter of 6 cm. It is melted and recast into small spherical balls of diameter 2 cm each. Assuming that there is no wastage in the process, find the number of small spherical balls obtained from the given sphere.

A square field and an equilateral triangular park have equal perimeters. Cost of tilling the field at the rate of ₹ 5 per m² is ₹ 720. What is the cost of grassing the park at the rate of ₹ 10 per m² correct to nearest rupee ?

SECTION-D

Question 23.
In a class test, the sum of the marks obtained by P in Mathematics and Science is 28. Had he got 3 more marks in maths and 4 marks less in science, the product of marks obtained in the two subjects would have been 180. Find the marks obtained in the two subjects separately.

Question 24.
180 logs are stacked in the following manner : 19 logs in the bottom row, 18 in the next row, 17 in the row next to it and so on. In how many rows are the 180 logs placed and how many logs are in top row ?

Question 25.
Prove that in a right triangle, the square of the hypotenuse is equal to the sum of the square of the other two sides.

OR

State and prove the Basic Proportionality Theorem.

Question 26.
If tan A = n tan B and sin A = m sin B, prove that \({ cos }^{ 2 }A=\frac { { m }^{ 2 }-1 }{ { n }^{ 2 }-1 } \)

Question 27.
The angle of elevation of the top of a building at a point on the level ground is 30°. After walking a distance of 100 m towards the foot of the building along the horizontal line through the foot of the building on the same level ground, the angle of the elevation of the top of the building is 60°. Find the height of the building.

OR

From the top of a building 100 m high, the angles of depression of the top and bottom of a tree are observed to be 45° and 60° respectively. Find the height of the tree.

Question 28.
Draw ∆ABC with AB = 5 cm, ∠B = 60° and BC = 4 cm. Now construct a triangle whose sides are \(\\ \frac { 4 }{ 5 } \) times the corresponding sides of ∆ABC. Give the steps of construction.

Question 29.
A metallic right circular cone 20 cm high and whose semi-vertical angle is 30° is cut into two parts from the middle of its height by a plane parallel to its base. If the frustum so obtained be drawn into a wire of diameter 1/16 cm, find the length of the wire.

OR

A solid consisting of a right circular cone of height 120 cm standing on a hemisphere of radius 60 cm is placed upright in a right circular cylinder full of water such that it touches the bottom. How many litres of water is left in the cylinder, if the radius of cylinder is 60 cm and its height 180 cm ? (Use π = \(\\ \frac { 22 }{ 7 } \))

SECTION-A

Solution 1:
Given numbers are 300 and 1000.
∵ 300 = 3 x 2² x 5²
1000 = 2³ x 5³
∴ HCF (300, 1000) = 2² x 5² = 100. Ans.

Solution 2:
Given quadratic equation is,
2x² + 5x + k = 0
Here, A = 2, B = 5, C = k
Equation has equal roots, if
D = 0
=> B² – 4AC = 0
=> 25 – 4 x 2 x k = 0
=> 8k = 25
=> k = \(\\ \frac { 25 }{ 8 } \)

Solution 3:
Given A.P. is – 4, – 2, 0, 2, 4,…
Here, a = – 4, d = 2, n = 101
a101 = a + 100d = – 4 + 100 x 2
= 196.

Solution 4:
Given, AB = 10 cm, DE = 12 cm, pr. (∆ABC) = 25 cm
It is given that ∆ABC ~ ∆DEF
=> \(\frac { pr.\left( \triangle ABC \right) }{ pr.\left( \triangle DEF \right) } =\frac { AB }{ DE } \)
=> \(\frac { 25 }{ pr.\left( \triangle DEF \right) } =\frac { 10 }{ 12 } \)
=> pr.(∆DEF) = 30 cm

Solution 5:
Given points are A(9, – 40) and O(0, 0).
Using distance formula,
OA = \(\sqrt { { (9-0) }^{ 2 }+{ (-40-0) }^{ 2 } } \)
= \(\sqrt { { 9 }^{ 2 }+{ (-40) }^{ 2 } } \)
= \(\sqrt { 81+1600 } \)
= \(\sqrt { 1681 } \)
= 41 units.

Solution 6:
Given
tan A = \(\frac { 1 }{ \sqrt { 5 } } \)
We have,
\(\frac { { cos }^{ 2 }A-2{ sin }^{ 2 }A }{ { cos }^{ 2 }A+{ sin }^{ 2 }A } \)

SECTION-B

Solution 7:
Given numbers are 612 and 408.
Now, using Euclid’s division algorithm
612 = 408 x 1 + 204
408 = 204 x 2 + 0
HCF = 204
We know that HCF x LCM = a x b
=> 204 x LCM = 612 x 408
=> LCM = \(\\ \frac { 612X408 }{ 204 } \)
= 1224

Solution 8:
Given AP is 60, 130, 200,…., 2160.
Here, l = 2160, d = 130 – 60 = 70
∴ nth term from end = l – (n – l)d
10th term from end = 2160 – (10 – 1) x 70
= 2160 – 630 = 1530. Ans.

Solution 9:
Given equations are,
ax + by = a² + b² …(i)
and bx + ay = 2ab …(ii)
On multiplying equation (i) by a and equation (ii) by b, we get

Given points are A( – 4, 3) and B(6, 5).
Let the point on Y-axis be P(0, b). (Given)
Now, PA = PB
=> PA² = PB²
=> (0 + 4)² + (b – 3)² = (0 – 6)² + (b – 5)²
=> 16 + b² – 6b + 9 = 36 + b² – 10b + 25
=> b² – 6b + 25 = b² – 10b + 61
=> 4b = 36
=> b = 9
The required point is (0, 9). Ans.

Solution 11:
Given : Mean = 52, Median = 54.5.
We know, Mode = 3 Median – 2 Mean
= 3 x 54.5 – 2 x 52
= 163.5 – 104
=> Mode = 59.5. Ans.

Solution 12:
Total number of cards = 52
No. of black king cards = 2
No. of red queen cards = 2
No. of face cards = 12
(i) P(black king or red queen) = P(black king) + P(red queen)

Let marks obtained in mathematics be x and marks obtained in science be y.
According to the question,
x + y = 28
=> y = 28 – x…(i)
Also (x + 3).(y – 4) = 180 ,
=> (x + 3) (28 – x – 4) = 180
=> (x + 3) (24 – x) = 180
=> 24x – x² + 72 – 3x = 180
=> x² – 21x + 108 = 0
=> x² – 12x – 9x + 108 = 0

अफ्रीका में 1890 के दशक में रिंडरपेस्ट नामक बीमारी बहुत तेजी से फैल गई। मवेशियों में प्लेग की तरह फैलने वाली इस बीमारी से लोगों की आजीविका और स्थानीय अर्थव्यवस्था पर गहरा असर पड़ा। यह बीमारी ब्रिटिश आधिपत्य वाले एशियाई देशों से आए जानवरों से फैली थी। रिंडरपेस्ट ने अपने रास्ते में आने वाले 90 प्रतिशत मवेशियों को मौत की नींद सुला दिया। पशुओं के खत्म हो जाने से अफ्रीकियों की रोजी-रोटी के साधन समाप्त हो गए। जिसके फलस्वरूप धीरे-धीरे सारा अफ्रीका उपनिवेशिक ताकतों का गुलाम बनकर रहे गया।

  1. औद्योगीकरण के युग में विज्ञापनों ने वस्तुओं के लिए बाजार का विस्तार करने में महत्त्वपूर्ण योगदान दिया। वस्तुओं का विज्ञापन किया तथा विज्ञापनों ने वस्तुओं को जरूरी और वांछनीय बना दिया। इससे लोगों की सोच बदलने लगी तथा नई ज़रूरतें पैदा होने लगीं।

  3. देवी-देवताओं की तस्वीरों के बहाने निर्माता यह दिखाने की कोशिश करते थे कि ईश्वर भी चाहता है। कि लोग इस चीज़ को खरीदें। कृष्ण या सरस्वती की तस्वीरों का फायदा यह होता था कि विदेशी में बनी चीज़ भी भारतीयों को जानी-पहचानी लगती थीं।
  4. मुद्रित कैलेण्डरों ने उत्पादों को लोकप्रिय बनाया। अखबारों और पत्रिकाओं को तो पढ़े-लिखे लोग ही समझ सकते थे लेकिन कैलेण्डर उन लोगों की समझ में भी आ जाते थे जो पढ़ नहीं सकते थे। चाय की दुकानों, दफ्तरों एवं मध्यवर्गीय घरों में कैलेण्डर लटके रहते थे।

बेरोज़गारी की आशंका के कारण मजदूर नयी प्रौद्योगिकी से चिढ़ते थे। जब ऊन उद्योग में स्पिनिंग जेनी मशीन का इस्तेमाल शुरू किया गया तो हाथ से ऊन कातने वाली औरतें इस तरह की मशीनों पर हमला करने लगीं। इन मशीनों से उत्पादन तेज़ी से तथा सस्ता होता था। उद्योगपतियों ने इन मशीनों का प्रयोग आरंभ कर दिया और इन महिलाओं को धीरे-धीरे काम देना बंद कर दिया। आय के स्रोतों के बंद होने से ये महिलाएँ इन मशीनों से चिढ़ने लगीं और हताशा में मशीनों पर हमले करने लगीं। स्पिनिंग जेनी के इस्तेमाल पर यह टकराव लंबे समय तक चलता रहा।

सविनय अवज्ञा आंदोलन को जबरन दबाने के लिए ब्रिटिश सरकार ने दमन का रास्ता अपनाया। शांतिपूर्वक आंदोलन कर रहे सत्याग्रहियों पर लाठियाँ बरसाई गईं। औरतों व बच्चों को भी नहीं बख्शा गया। उन्हें बुरी तरह मारा-पीटा गया। लगभग एक लाख लोग गिरफ्तार कर लिए गए। आंदोलन को बलपूर्वक दबाने के लिए देश के प्रत्येक हिस्से में अंग्रेज़ों ने ऐसा दमनचक्र चलाया कि उससे आहत होकर महात्मा गांधी को आंदोलन वापस लेने का निर्णय लेना पड़ा। 5 मार्च, 1931 को उन्होंने लॉर्ड इरविन के साथ एक समझौते पर हस्ताक्षर किए। इसी गांधी-इरविन समझौते के अंतर्गत गांधीजी ने लंदन में होने वाले द्वितीय गोल मेज सम्मेलन में हिस्सा लेने पर अपनी सहमति दे दी।

गुटेन्बर्ग के पिता व्यापारी थे। गुटेन्बर्ग खेती की एक बड़ी रियासत का मालिक था। वह बचपन से ही जैतून का तेल निकालने वाली मशीनें देखता रहता था। अपने ज्ञान और अनुभव का इस्तेमाल उसने अपने इस नए आविष्कार में किया। जैतून प्रेस ही प्रिटिंग प्रेस को मॉडल या आदर्श बना और साँचों का उपयोग अक्षरों की धातुई आकृतियों को गढ़ने के लिए किया गया। उसकी पहली छपी किताब बाइबिल थी।

उपन्यास निम्न प्रकार से लाभदायक थे:

  1. अंग्रेजों ने उपन्यास में दर्शाई गई देसी जीवन व रीति-रिवाज़ से जुड़ी जानकारियाँ एकत्रित कीं। इन उपन्यासों ने उन्हें लोगों से संबंधित जानकारियाँ उपलब्ध कराईं। ये सब जानना अंग्रेजों के लिए बहुत आवश्यक था क्योंकि वे अपनी औपनिवेशिक जनता पर शासन करना चाहते थे।

रॉलट एक्ट को गांधीजी ने अन्यायपूर्ण कानून बताया और उसके खिलाफ़ अहिंसक ढंग से नागरिक अवज्ञा आंदोलन आरंभ किया। विभिन्न शहरों में रैली व जुलूसों का आयोजन किया गया। रेलवे वर्कशॉप्स में कामगार हड़ताल पर चले गए। बाजार बंद हो गए। विरोध से भयभीत होकर अंग्रेजी सरकार ने राष्ट्रवादियों तथा शांत आंदोलनकारियों के विरुद्ध दमन की नीति अपनाई। अमृतसर में बहुत सारे स्थानीय नेताओं को हिरासत में ले लिया गया। गांधीजी के दिल्ली प्रवेश पर पाबंदी लगा दी गई। 13 अप्रैल, 1919 को अमृतसर के जलियाँवाला बाग में जनरल डायर के नेतृत्व में एक शांत सभा पर गोलियाँ चलाई गईं जिसमें सैकड़ों लोग मारे गए। परिणामस्वरूप लोगों में रोष फैल गया। पूरे देश में विरोधस्वरूप पुलिस थानों, सरकारी बैंकों, डाकखानों तथा रेलवे स्टेशनों पर हमले होने लगे। लोगों के गुस्से को दबाने के लिए ब्रिटिश प्रशासन ने मार्शल लॉ लागू कर दिया तथा जनरल डायर ने पुलिस की कमान संभाल ली।

खनिजों के संरक्षण की आवश्यकता निम्न कारणों से है :

  1. उद्योगों को खनिजों की कच्चे माल के रूप में अति आवश्यकता होती है। उद्योग अधिकांशतः खनिजों पर ही निर्भर करते हैं। यदि खनिजों का संरक्षण न हो तो यह उद्योग नष्ट हो जाएँगे।
  2. कृषि की खनिज और उनसे निर्मित पदार्थों पर भारी निर्भरता रहती है। अत: कृषि के लिए भी खनिजों का संरक्षण अति आवश्यक है।

खनिज संसाधनों के संरक्षण की विधियाँ :

  1. निम्न कोटि के अयस्कों का कम लागतों पर प्रयोग करने के लिए तकनीक विकसित करते रहना चाहिए।
  2. धातुओं के पुन:चक्रण द्वारा एवं रद्दी, धातुओं का प्रयोग कर खनिज संसाधनों का संरक्षण किया जा सकता है।
  3. खनिज संसाधनों का सुनियोजित एवं सतत् पोषणीय ढंग से प्रयोग करके खनिज संसाधनों का संरक्षण किया जा सकता है।

काली मृदा का निर्माण- लावा के ठोस होकर ठंडा होने तथा उसके अपक्षय से काली मृदा का निर्माण से होता है। दूसरे शब्दों में, लावा के प्रवाह से बनी मृदा को काली मृदा कहते हैं। इसका स्थानीय नाम रेगड़ है।

  1. यह पानी पड़ने पर चिपचिपी तथा सूखने पर दरारी हो जाती है।
  2. इस मृदा में अनेक खनिज तत्व मिले होते हैं लेकिन लोहांश सबसे अधिक होता है।
  3. यह मृदा कपास के लिए बहुत उपयोगी है। अतः इसे कपास वाली मृदा भी कहा जाता है।

भारत में काली मृदा का विस्तार-यह मृदा दक्कन ट्रैप प्रदेश की प्रमुख मृदा है। भारत में काली मृदा मुख्यतः महाराष्ट्र, गुजरात, मध्य प्रदेश तथा आंध्र प्रदेश के कुछ भागों में मिलती है।

राजनीतिक दलों द्वारा कामकाज को बेहतर ढंग से चलाने के लिए निम्नलिखित सुझाव :

  1. दलों को अपने संविधान का हर प्रकार से पालन करना चाहिए।
  2. उन्हें अपने संगठन के प्रत्येक स्तर पर महिलाओं के लिए आरक्षण करना चाहिए।
  3. दलों के चुनावी खर्चे का प्रबंध राज्य द्वारा किया जाना चाहिए।
  4. जनता को भी शिकायत पत्रों, प्रदर्शनों आदि के माध्यम से दलों पर सुधार के लिए दबाव डालना चाहिए।

संघीय शासन व्यवस्था की विशेषताएँ :

  1. यहाँ सरकार दो या अधिक स्तरों वाली होती है।
  2. अलग-अलग स्तर की सरकारें एक ही नागरिक समूह पर शासन करती हैं परन्तु कानून बनाने, कर वसूलने और प्रशासन का उनका अपना-अपना अधिकार क्षेत्र होता है।
  3. वित्तीय स्वायत्तता निश्चित करने के लिए विभिन्न स्तर की सरकारों के लिए राजस्व के अलग-अलग स्त्रोत निर्धारित हैं।
  4. विभिन्न स्तरों की सरकारों के अधिकार-क्षेत्र संविधान में स्पष्ट रूप से वर्णित होते हैं इसलिए संविधान सरकार के हर स्तर के अस्तित्व और प्राधिकार की गांरटी और सुरक्षा देता है।

असंगठित क्षेत्रक की प्रमुख विशेषताएँ :

  1. असंगठित क्षेत्रक छोटी-छोटी और बिखरी इकाइयों, जो अधिकांशतः सरकारी नियंत्रण से बाहर होती हैं, से निर्मित होता है।
  2. इस क्षेत्रक के लिए नियम और विनिमय तो होते हैं परंतु उनका अनुपालन नहीं होता है।
  3. इनके अंतर्गत प्रायः कम वेतन वाले रोज़गार आते हैं जो अधिकांशतः नियमित नहीं हैं।
  4. यहाँ अतिरिक्त समय में काम करने, सवेतन छुट्टी, बीमारी के कारण छुट्टी इत्यादि का कोई प्रावधान नहीं है तथा रोजगार सुरक्षित नहीं है। श्रमिकों को बिना किसी कारण काम से हटाया जा सकता है।
  5. कुछ मौसमों में, जब काम कम होता है, तो कुछ लोगों को काम से हटा दिया जाता है। बहुत-से लोग नियोक्ता की पसंद पर निर्भर करते हैं।

असंगठित श्रमिकों के संरक्षण के उपाय- ग्रामीण क्षेत्रों के असंगठित श्रमिकों, जो अधिकांशतः किसान हैं, को समय से बीज, कृषि-उपकरणों, साख भण्डारण सुविधा और विपणन केन्द्र की पर्याप्त सुविधा उपलब्ध कराने की आवश्यकता है। शहरी क्षेत्रों में असंगठित क्षेत्र को भी कच्चे माल की प्राप्ति और उत्पाद के विपणन के लिए सरकारी सहायता की आवश्यकता होती है। आकस्मिक श्रमिकों को शहरी और ग्रामीण दोनों क्षेत्रों में संरक्षण दिए जाने की ज़रूरत है।

  1. उपभोक्ता सुरक्षा परिषदे’ उपभोक्ताओं का मार्गदर्शन करती हैं कि उपभोक्ता कैसे अपनी असुविधाओं के विरोध में उपभोक्ता अदालत में मुकद्दमा दर्ज कराएँ।
  2. अनेक अवसरों पर ये परिषदें उपभोक्ता अदालत में व्यक्ति विशेष (उपभोक्ता) का प्रतिनिधित्व भी करती हैं।
  3. ये परिषदें स्वयंसेवी संगठनों तथा जनता में जागरूकता पैदा करने के लिए सरकार से समय-समय पर वित्तीय सहायता भी प्राप्त करती हैं।

फ्रांसीसी लोगों के बीच सामूहिक पहचान का भाव पैदा करने के लिए फ्रांसीसी क्रांतिकारियों ने निम्नलिखित कदम उठाए :

  1. सामूहिक पहचान की भावना पैदा करने के लिए पितृभूमि और नागरिक जैसे विचारों पर बल दिया गया।
  2. एक नया फ्रांसीसी झंडा (तिरंगा) चुना गया जिसने पहले के राष्ट्रध्वज की जगह ले ली।
  3. स्टेट जनरल का चुनाव सक्रिय नागरिकों के समूह द्वारा किया जाने लगा और उसका नाम बदल कर नेशनल एसेंबली कर दिया गया।
  4. नयी स्तुतियाँ रची गईं, शपथे ली गईं, शहीदों का गुणगान हुआ और यह सब राष्ट्र के नाम पर हुआ।
  5. एक केन्द्रीय प्रशासनिक व्यवस्था लागू की गई जिसने अपने भू-भाग में रहने वाले सभी नागरिकों के लिए समान कानून बनाए।
  6. आंतरिक आयात-निर्यात शुल्क समाप्त कर दिए गए और भार तथा नापने की एक समान व्यवस्था लागू की गई।
  7. क्षेत्रीय बोलियों को हतोत्साहित किया गया। उस समय पेरिस में फ्रेंच बोली और लिखी जाती थी, वही राष्ट्र की सांझी भाषा बन गई।

वियतनाम में उपनिवेशी शिक्षा के क्षेत्र में प्रमुख समस्याएँ :

  1. फ्रांसीसियों के सामने सबसे मुख्य समस्या यह थी कि वह वियतनामियों को किस हद तक या कितनी शिक्षा दें ताकि वे शिक्षित भी हो जाएं और मानसिक तौर पर उनके दास भी बने रहें।
  2. फ्रांसीसियों को शिक्षित कामगारों की आवश्यकता थी परंतु एक समस्या यह भी थी कि वह पढ़-लिखकर उनके ही विरुद्ध खड़े न हो जाएं अथवा अन्य कई समस्याएँ न खड़ी कर दें।

उन्होंने इन समस्याओं को निम्न प्रकार से हल करने का प्रयास किया :

  1. फ्रांसीसियों ने “टोंकिन फ्री” स्कूलों की स्थापना की जहाँ वियतनामियों को पश्चिमी तरीके से शिक्षा प्रदान की जाती थी तथा फ्रांसीसी सभ्यता और संस्कृति को महान् बताकर केवल उसी का गुणगान किया जाता था। इस शिक्षा में विज्ञान, स्वच्छता तथा फ्रेंच भाषा की कक्षाएँ भी शामिल थीं।
  2. उनका यह सुझाव था कि वियतनामियों को निम्न तथा फ्रांसीसियों को उच्च कक्षाओं में पढ़ाया जाए।
  3. वियतनामी विद्यार्थियों में से कुछ विद्यार्थी जो फ्रांसीसी भाषा सीख कर फ्रांसीसी संस्कृति को अपना लेते थे उनको फ्रांसीसी नागरिकता प्रदान की जाती थी।

  1. हुगली नदी क्षेत्र जूट उत्पादन में अग्रणी है। इसलिए मिलों को कच्चा माल आसानी से उपलब्ध हो जाता है।
  2. हुगली नदी अंत:स्थानीय जल मार्ग का केन्द्र भी है तथा इसके समीप सड़कों और रेलवे की अच्छी सुविधाएँ हैं जिससे तैयार माल का परिवहन सरलता से हो जाता है।

  5. वर्षा के अधिक होने से नदियाँ, तालाब और जलाशय जल से भरे रहते हैं। जूट को रंगने, साफ करने, गलाने आदि के लिए विपुल मात्रा में जल चाहिए, जो यहाँ सहज सुलभ है।

  1. भारत कृषि प्रधान देश है। यहाँ पर पूरे साल फसलों की सिंचाई के लिए बहुत मात्रा में पानी की आवश्यकता होती है।
  2. बढ़ती हुई जनसंख्या के लिए जल की बहुतायत में आवश्यकता होती है। मनुष्य की दैनिक आवश्यकताओं की पूर्ति के लिए जल एक अति आवश्यक साधन है।

  1. भारत में जल के अत्यधिक प्रयोग से जल की कमी हो गयी है। पानी के स्रोत सूख रहे हैं तथा भौम जल स्तर नीचे जा रहा है। पुराने जल स्रोतों, जैसे पोखरों आदि, को भी पाट दिया गया है।
  2. भारत में जल प्रदूषित हो गया है। उपलब्ध जल भी प्रदूषण के कारण उपयोग में लाने योग्य नहीं रह गया है। चारों ओर जल की कमी अनुभव हो रही है।
  3. वर्षा की कमी के कारण जल और भी अधिक संकटग्रस्त संसाधन बन जाता है। वर्षा की कमी से-

बेल्जियम की सत्ता की साझेदारी का मॉडल :

Let us assume on the contrary that 5 – √3 is rational number. Then there exist co-prime positive integers x and y such that

So, decimal expression is 23.3408

Solution 2.
We have,
(x – 2)(x + 1) = (x -1) (x + 5)
x² – 2x + x – 2 = x² + 5x – x – 5
x² – x – 2 = x² + 4x – 5
– 5x + 3 = 0
Since, the above equation is not of the form ax² + bx + c = 0
Therefore, the given equation is not a quadratic equation.

Solution 3.
Given
∠AOB = 120° [Radii]
Since AO = OB
∴ ∆AOB is an isosceles triangle.
=> ∠OAB = ∠OBA [cpct]
∴ In ∆ABOB
∠OAB + ∠AOB + ∠OBA =180° [Angle sum property]
=> 2∠OAB + 120° = 180°
=> ∠OAB = ∠OBA = 30°
Now, ∠OAP = 90° [∴ Tangent AP ⊥ radius OA]
Thus, ∠BAP = ∠OAP – ∠OAB
= 90° – 30° = 60°
Hence, ∠BAP = 60°. Ans.

We have,
2 cosec² θ(1- cos θ) (1 + cos θ) = k + 2
=> 2 cosec² θ (1 – cos² θ) = k + 2 [∵ (a + b)(a – b) = a²-b²)]
=> 2 cosec² θ sin² θ = k + 2 [∵ 1 – cos² θ = sin² θ]
=> \(2\times \frac { 1 }{ { sin }^{ 2 }\theta } \times { sin }^{ 2 }\theta =k+2\)
=> 2 = k + 2

Solution 7:
Let us assume that 7√5 is rational.
Therefore, we can find co-prime a and b(≠ 0) such that

Two-digit numbers that are divisible by 5 are

Read the passage given below and answer the questions that follow
1. NITI Aayog CEO Amitabh Kanton Wednesday said the government needs to exit infrastructure projects and even look at handing over schools and colleges to the private sector as is the case in Canada and Australia. He was, however, critical of India’s private sector, saying it has created a crisis in the public-private partnership (PPP) model. The idea of PPP in education is not a new one; over the years, thanks to the dipping quality of education in government-run schools in India, there has been a demand for private intervention. But in India, the experience of PPP in education has been a mixed one. Two years ago, the Rajasthan government unveiled a PPP model to hand over more than 70,000 state-run schools to the private sector but had to be scrapped after 3.5 lakh teachers resisted the move.

2. At the international level, the mood, however, is towards private-public partnership. The Sustainable Development Goals 2030 also talks about the PPP model, but mostly in the infrastructure sector. However, PPPs cannot be a panacea in any sector unless there is a robust institutional framework to oversee its implementation. A UN report — PPPs and the 2030 Agenda for Sustainable Development — stresses that for PPPs to become successful, it is necessary that countries have in place “the institutional capacity to create, manage, and evaluate them”.

3. The goal number 4 of SDGs says that by 2030, governments will have to ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and Goal-4-effective learning outcomes. If India wants to reach this goal via the PPP route, then it is imperative that the government systems are upgraded to keep a hawk eye on the progress of such partnerships. But present India does not seem to be ready and equipped for such an overhaul.

Read the passage given below and answer the questions that follow
1. Albert Einstein was one of the greatest scientists the world has ever known. He was truly a fascinating man. Once this great physicist was caught in a downpour. He took off his hat and held it under his coat. When he was asked, he explained with admirable logic that the rain would damage the hat but his hair would be none the worse for its wetting.

2. Once he was given a magnetic compass by his father when he was four and sick in bed. Albert practiced turning the compass every way, soon became fascinated by the new toy. No matter which way he turned it, the needle would always point in the same direction much in the way Einstein’s genius and fascination with nature pointed him towards a life of scientific discovery.

3. Einstein’s mother introduced him to music and he became a fine violinist. He also excelled in mathematics.

4. At eleven, he studied physics of the university level. But he was an independent thinker and hated the regimentation of the German School system. Schools were like barracks and teachers were like military commanders for Albert. When he was sixteen, he renounced his citizenship in order to avoid joining the German army and moved to Switzerland. He spent four years studying maths and physics at the renowned Zurich Polytechnic.

5. In 1933, while he was in the USA, Hilter came to power in Germany. That same year, Einstein accepted a permanent appointment at the Institute of Advanced Study at Princeton, and in 1941, he became a citizen of the United States of America.

6. Einstein surrendered his lifelong pacifism in 1939 when he wrote a letter to Franklin D. Roosevelt, encouraging the President to begin atomic weapon research. He felt uneasy about the rise in power of Nazi Germany and was told that German Physicist had split the uranium atom.

Once upon a time, there lived a great bird named Kakul on the banks of a lake. It was strange because he had two necks with two heads but shared the common body. One day, as the bird was wandering it found a delicious looking red-green fruit. One of the heads mumbled, ‘Oh, what a delicious looking fruit.

I am lucky to have found it. I am sure the fruit is sent from the heavens only for me”. On saying so, it started eating the fruit with utmost pleasure. Hearing and seeing all this, the other head requested, “Oh dear, please allow me also to taste the fruit.” The first head refused to say, “We share the same stomach, whoever amongst us eats the fruit, it goes to the same stomach. This selfishness of the first head hurt him very much.

A few days later as they were wandering, the second head found some fruits. The fruits were from a poisonous tree. He told the first head, “you are a deceitful person. The other day you had insulted me by not sharing the delicious fruit. Now I am going to eat this fruit and avenge your insult.” The first head pleaded, “If you eat it, we both will suffer.” Knowing what would happen, the first head began to cry. The second head ate the poisonous fruit with caring the first head’s requests. As a consequence, the bird severely suffered.

OR

Inder was the son of a rich landlord. His father left him a large tract of land when he died. But he didn’t spend even one day for looking after this land. The reason being a funny idea that there exists a magic potion which, if touched to any object, turns it into gold. He spent all his time in search of this potion. People cheated him of often promising to tell him about it. One day a famous sage called Siddh Maharaj came to their village. To his surprise, the sage told him that he could tell him how that potion could be made. He said, “you have to plant a banana tree and water it regularly.

In winter you have to collect five litres of dew that settle on the leaves of the banana tree.” The sage warned to collect the dew with his own hands. Inder went home and told her everything. After this they started clearing the large fields which had been lying empty all these years. Then he planted rows of banana trees. In winter he collected the dew formed on them with great care. His wife Suman helped him too. Over years she gathered the banana crop, took it to the market and got a good price for it. At the end of six years he finally had his five litres of dew. The sage muttered a mantra over the water. When Inder sprinkled the water on a copper vessel, nothing happened.

The sage saw Inder’s annoying reaction, and called Suman. Suman came with a big box when she opened it inside were piles and piles of gold coins. The sage told Inder that he worked hard on his land and created that plantation. It was his hard word that created this wealth not magic.
Inder understood the wisdom behind these words and worked even harder on his plantation from that day on.

  2. The children are as free as the tiger in the jungle. They do not care about brushing their teeth or washing their mouths. They start thing as soon as they wake up. The author presents their carefree attitude by supporting it with the example of a tiger.
  3. The dog reacted positively. For the first two days he continued to be lethargic but towards the end of the second, he began showing some interest in the surrounding. On the third day, he joined the other dogs for food and play.
  4. Horace Danby planned and executed his robberies once-a-year only. He never left any fingerprints anywhere. But the lady-in-red was smarter than him. She robbed without even touching anything. She also tricked Horace and was responsible for getting him arrested.
  5. The appearance of a baker was healthy and strong. The baker and his family never starved. They always looked happy and in good condition. So his appearance showed that baking was a profitable business.

Answer 10.
Wildlife is an important thing in this world. It helps in maintaining ecological balance, recreational value, economic value, etc. Man shares this planet with millions of other species. But his greed has been destroying wildlife. The number of wild animals is gradually decreasing. Mass killings of wild animals for their skin, bones, meat, fur, teeth are going on throughout the world. So all the living creatures are to be looked after and carefully conserved. The species which are on the verge of extinction should be carefully preserved.

OR

The ‘Necklace’ is a story that teaches us to be fair and honest in our dealings. A person should accept his/her financial and physical status and stage. He/She should not compare with others to an extent that it harms himself or herself. Matilda was not true to herself. The borrowing of necklace brought all those sufferings to her. Had she told her friend about the lose of the necklace, maybe she would not have suffered so much. On the other hand, one can say a single act of negligence, sometimes, can destroy our life. Matilda’s one act of negligence or one small error led to the complete ruin of their happy and bright life. They suffered poverty for ten years for replacing the false necklace with the genuine necklace.

Answer 11.
Anne felt very bad about everything that was happening outside the Annexe—people were . being dragged from their houses with nothing but a ransack and very little money. On the way, these possessions were being forcibly taken away from them. Children, returned to their homes, found their parents missing, women found their families missing when they returned from shopping. The Dutch were worried as their young sons were being forcibly enlisted in the army and being sent to Germany. Planes carrying bombs flew over Holland en route to Germany.

It seemed that the whole world was at war, but the end was nowhere in sight. Anne felt that they were fortunate and luckier than millions of people as it was quiet and safe, in the secret Annexe. But still the residents were troubled by the thought of the immense damage and ruin that was being caused by the war.

Anne saw a horrible dream about her friend Lies, in which she saw her friend was reproaching her for having abandoned her. She saw that Lies was pleading her to rescue her from hell. Lies was dressed in rags, her face was thin and tired. Her eyes were very big and she looked sadly and disapprovingly at Anne who was unable to help her. Anne was reminded of their younger days when they were close friends. When Lies got a new friend, she had misjudged Anne thinking that she wanted to take her new friend away. Anne realised that it was disgusting for her to treat Lies as she had done.

She now looked at her helplessly with her pale face and imploring eyes. Anne sincerely hoped that she could live till the end of the war and could meet Lies and do something to make up for all the wrong she had done to her. Anne felt incredibly remorseful. She decided that she would never forget her and would always prey for her.

OR

Before the arrival of Sullivan, Helen, when she was four or five, felt the need to communicate with others. Helen learnt how to make simple signs to make herself understood and she also learnt how to distinguish between people leaving or coming into the house. Helen noticed that other people did not use signs when they communicated. Although she tried to move her lips, no sound came out of her mouth. In frustration she often threw tantrums. Her nurse Ella was often on the receiving end of her violent tantrums but Helen’s sense of regret did not last long.

She was only interested in getting what she wanted. Everybody let her have her own way. Helen mistreated her dolls especially Nancy. Due to her mischievous and contrary nature, she locked up her mother in the pantry. Helen displayed no regret for her actions. Her behaviour was bad due to her repressed intelligence and genius which was looking for an outlet. She gradually calmed down soon after her teacher Miss Sullivan came into the picture.

Helen would spend time at Brewster on Cape Cod with her friend, Mrs. Hopkins. It was decided for the summer break at the Perkins Institution. Helen was greatly excited for she had heard many delightful stories about the sea. The only knowledge she had at the sea was from reading a big book called Our World. The description of the ocean filled her with wonder and she had a strong desire to be near the sea and touch and smell it, and hear its mighty roar.

When she came to know that her dream was to come true, her joy was limitless. When she reached the beach, she changed, her dress into swimming suit and got into cool water. But suddenly her joy changed into terror for her toe struck a rock and she fell into the sea. Helen struggled and finally a big wave threw her back on the shore where her teacher immediately caught her and consoled her. She did not remain afraid, she made several visits to the sea where she sat on a rock and felt the waves crashing upon it.

वह मार्ग जिससे चीनी रेशम (सिल्क) पश्चिम की ओर भेजा जाता था, रेशम मार्ग कहलाता है। इतिहासकारों ने बहुत सारे सिल्क मार्गों के बारे में बताया है। जमीन या समुद्र से होकर गुजरने वाले ये रास्ते ने केवल एशिया के विशाल क्षेत्रों को एक-दूसरे से जोड़ने का काम करते थे बल्कि एशिया को यूरोप और उत्तरी अफ्रीका से भी जोड़ते थे। इसी रास्ते से चीनी पॉटरी (Pottery)’ और भारत के दक्षिण-पूर्व एशिया के कपडे व मसाले दुनिया के दूसरे भागों तक पहुँचते थे। वापसी में सोने-चाँदी जैसी कीमती धातुएँ यूरोप से एशिया पहुँचती थीं। इस प्रकार विश्व को जोड़ने में रेशम मार्ग ने महत्त्वपूर्ण भूमिका निभाई।

19वीं शताब्दी में संभ्रांत परिवारों के समूह के लिए ऑपेरा, रंगमंच और शास्त्रीय संगीत आदि कई प्रकार के सांस्कृतिक आयोजन किए जाते थे। कारीगर अपना खाली समय पब या शराबघरों में बिताते थे। लोगों को ब्रिटेन के इतिहास और उपलब्धियों से परिचित कराने के लिए बहुत से पुस्तकालय, कला-दीर्घाएँ और संग्रहालय खोले जाने लगे। निचले वर्ग के लोगों में संगीत सभा काफी लोकप्रिय थी और 20वीं सदी आते-आते विभिन्न पृष्ठभूमि के लोगों के लिए सिनेमा भी मनोरंजन का महत्त्वपूर्ण साधन बन गया।

नए व्यापारियों के गाँवों की ओर आकर्षित होने के कारण किसानों को उपज बढ़ाने के लिए पेशगी भुगतान किया जाने लगा। व्यापारियों के लिए काम करते हुए वे गाँव में रहते हुए ही अपने छोटे-छोटे खेतों को भी संभाल सकते थे। इस आदि-औद्योगिक उत्पादन से होने वाली आय ने खेती के कारण सिमटती आय में बड़ा सहारा प्रदान किया। अब उन्हें पूरे परिवार के श्रम संसाधनों के इस्तेमाल का अवसर भी मिल गया। इस व्यवस्था से शहरों और गाँवों के बीच एक घनिष्ठ संबंध विकसित हुआ।

राष्ट्रवादियों पर शिकंजा कसने के लिए ब्रिटिश प्रशासन द्वारा निम्नलिखित दमनकारी उपायों को अपनाया गया :

  1. ब्रिटिश प्रशासन ने निर्ममता का रास्ता अपनाया। शांतिपूर्ण सत्याग्रहियों पर हमले किए गए, औरतों व बच्चों को मारा पीटा गया और लगभग एक लाख लोग गिरफ्तार किए गए।
  2. बड़े कांग्रेसी नेताओं जैसे खान अब्दुल, गफ्फार खान और जवाहरलाल नेहरू को जेल में डाल दिया गया | और कांग्रेस को गैरकानूनी दल घोषित कर दिया गया।
  3. सभाओं, प्रदर्शनों और बहिष्कार जैसी गतिविधियों को रोकने के लिए कठोर कदम उठाए गए।

  1. मुंशी प्रेमचंद ने ‘रंगभूमि’ उपन्यास में केंद्रीय पात्र सूरदास, जो अछूत जाति का अंधा भिखारी है, के माध्यम से जातिप्रथा पर प्रकाश डाला है। जिसमें सूरदास अपनी भूमि के लिए जीवन भर संघर्ष करता रहता है।
  2. केरल की निम्न जाति के लेखक पोथेरी कुंजाम्बु ने “सरस्वती विजयम” नामक उपन्यास लिखा, जिसमें उन्होंने जाति-दमन की कड़ी निंदा की। यह उपन्यास निम्न जाति के लोगों की उन्नति के लिए शिक्षा के महत्त्व को दर्शाता है।

अथवा
वर्नाक्युलर या देसी प्रेस एक्ट – अंग्रेजी सरकार ने 1857 की क्रांति के बाद से प्रेस की स्वतंत्रता पर प्रतिबंध लगा दिया था। यही नहीं अंग्रेजों ने देसी प्रेस को भी बंद करने की माँग की। जैसे-जैसे भाषाई समाचार पत्र राष्ट्रवाद की भावना को जागृत करने लगे वैसे-वैसे औपनिवेशिक सरकार में कड़े नियंत्रण के प्रस्ताव पर बहस तेज़ होने लगी। आइरिश प्रेस कानून की तर्ज पर 1878 में वर्नाक्युलर प्रेस एक्ट लागू कर दिया गया। इससे सरकार को भाषाई प्रेस में छपी रिपोर्ट और संपादकीय को सेंसर करने का व्यापक अधिकार मिल गया। सरकार विभिन्न प्रदेशों में छपने वाले भाषाई अख़बारों पर नियमित नज़र रखने लगी। इस एक्ट के अनुसार अख़बारों को जब्त किया जा सकता था और छपाई की मशीनें छीन ली जा सकती थीं।

उत्तर 11.
असहयोग आन्दोलन के शहरों में धीमी पड़ने के कारण :

  1. हाथ से बना खादी का कपड़ा मिलों में भारी मात्रा में बनने वाले कपड़े के मुकाबले में प्रायः महँगा होता था और गरीब लोग उसे खरीद नहीं सकते थे। अतः वे मिलों के कपड़े का लंबे समय तक बहिष्कार नहीं कर सकते थे।
  2. ब्रिटिश संस्थानों के बहिष्कार से भी समस्या पैदा हो गई थी। आंदोलन की सफलता के लिए वैकल्पिक भारतीय संस्थानों की स्थापना आवश्यक थी ताकि ब्रिटिश संस्थानों के स्थान पर उनका प्रयोग किया जा सके। परन्तु वैकल्पिक संस्थानों की स्थापना की प्रक्रिया धीमी थी। फलस्वरूप विद्यार्थी और शिक्षक सरकारी स्कूलों में लौटने लगे और वकील दोबारा सरकारी अदालतों में दिखाई देने लगे।
  3. काउंसिल के चुनावों का भी सभी वर्गों ने बहिष्कार नहीं किया था। मद्रास की जस्टिस पार्टी ने काउंसिल चुनावों में भाग लिया।

समाप्यता के आधार पर संसाधनों को दो भागों में वर्गीकृत किया जा सकता है-
(क) नवीकरणीय संसाधन एवं
(ख) अनवीकरणीय संसाधन।
नवीकरणीय संसाधन वह संसाधन हैं जिनको प्रयोग करने के पश्चात् पुनः प्राप्त किया जा सकता है।

  • इन्हें भौतिक, रासायनिक प्रक्रियाओं द्वारा नवीकरण या पुनः प्राप्त किया जा सकता है।
  • इन्हें पुनः पूर्ति योग्य संसाधन भी कहा जाता है।
  • उदाहरण-सौर ऊर्जा, पवन ऊर्जा, ज्वार ऊर्जा, जल, वन आदि।

अनवीकरणीय संसाधन वह संसाधन हैं जिनको प्रयोग करने के पश्चात् पुनः प्राप्त नहीं किया जा सकता। इनकी पुनः प्राप्ति केवल लंबे भूगर्भिक काल के पश्चात् ही संभव है।

  • इनका प्राकृतिक प्रक्रियाओं द्वारा पुनस्र्थापन नहीं होता। यह संसाधन मानवीय क्रियाओं द्वारा समाप्त होते जा रहे हैं।
  • इनके पुनःनिर्माण में लाखों-करोड़ों वर्षों का समय लगता है।
  • उदाहरण-खनिज, जीवाश्म ईंधन, पैट्रोलियम उत्पाद, कोयला आदि।

उत्तर 13.
भारत में जल के अति महत्त्वपूर्ण और दुर्लभ संसाधन होने के कारण :

  1. भारत में लगभग 22% विद्युत आपूर्ति जल से प्राप्त होती है जो उद्योगों के लिए अति आवश्यक है। कृषि क्षेत्र भी जल के बिना उपज उगाने में सक्षम नहीं है क्योंकि कृषि क्षेत्र को सबसे अधिक जल की आवश्यकता होती है। घरेलू क्षेत्र को भी विभिन्न कार्यों को करने के लिए जल की आवश्यकता है।
  2. जल एक दुर्लभ संसाधन भी है क्योंकि भारत में जल की उपलब्धता सीमित है। भारत में जल की कमी इसके अति शोषण, अत्यधिक प्रयोग और समाज के विभिन्न वर्गों में जल के असमान वितरण के कारण होती है।

उत्तर 14.
लोकतंत्र के समक्ष तीन प्रमुख चुनौतियाँ हैं :
(i) आधारित चुनौतियाँ-इनमें सम्मिलित हैं :
(क) गैर-लोकतांत्रिक शासकों को विस्थापित करना तथा सरकार को सेना के नियंत्रण से दूर रखना।
(ख) संप्रभु एवं शक्तिशाली राज्य की स्थापना करना।

(ii) विस्तार सम्बंधी चुनौतियाँ-इनमें सम्मिलित हैं :
(क) पूरी दुनिया में लोकतंत्र के मौलिक सिद्धांतों को लागू करना।
(ख) स्थानीय सरकारों के लिए अधिक स्वायत्तता एवं शक्ति, संघीय सिद्धांतों का विस्तार तथा अधिक-से-अधिक महिलाओं तथा अल्पसंख्यक समूहों को शामिल करना।

(iii) लोकतंत्र की जड़ें मजबूत करने से सम्बंधित चुनौतियाँ-इनमें सम्मिलित हैं :
(क) लोकतांत्रिक सरकार के सिद्धांतों को प्रचार-प्रसार व उन्हें लागू करना।
(ख) लोकतंत्र के प्रति लोगों की आस्था को और अधिक सुदृढ़ बनाना।

उत्तर 15.
प्रावधान .जो भारत को धर्मनिरपेक्ष देश बनाते हैं|

  1. भारत ने किसी भी धर्म को राजकीय धर्म के रूप में अंगीकार नहीं किया है। भारत का संविधान किसी भी धर्म को विशेष दर्जा नहीं देता।।
  2. संविधान सभी नागरिकों और समुदायों को किसी भी धर्म का पालन करने और प्रचार करने की स्वतंत्रता देता है।
  3. संविधान धर्म के आधार पर किए जाने वाले किसी तरह के भेदभाव को अवैधानिक घोषित करता है।
  4. संविधान धार्मिक समुदायों में समानता सुनिश्चित करने के लिए शासन को धार्मिक मामलों में दखल देने का अधिकार देता है।

उत्तर 16.
सामाजिक विभाजनों की राजनीति के परिणाम तय करने वाले तीन कारक :

  1. लोगों में अपनी पहचान के प्रति आग्रह की भावना – यदि लोग खुद को विशिष्ट और अलग मानने लगते हैं तो अन्य लोगों के साथ तालमेल बैठाना बहुत मुश्किल हो जाता है।
  2. समुदाय की माँगों के प्रति राजनीतिक दलों का दृष्टिकोण – सामाजिक विभाजनों की राजनीति के परिणाम तय करने वाला दूसरा मुख्य कारक यह है कि विभिन्न राजनीतिक दल समुदाय की मांगों को किस प्रकार उठा रहे हैं।
  3. सरकार का रुख – सरकार यदि सत्ता में साझेदारी करने को तैयार हो तो सामाजिक विभाजन नहीं होता परंतु यदि ऐसी मांग को दबाया जाता है तो सामाजिक विभाजन बढ़ता जाता है।

उत्तर 17.
सूचना और संचार प्रौद्योगिकी ने वैश्वीकरण की प्रक्रिया को निम्न प्रकार से उत्प्रेरित किया है :

  1. दूरसंचार सुविधाओं का विश्व भर में एक-दूसरे से सम्पर्क करने, सूचनाओं को तत्काल प्राप्त करने और दूरवर्ती क्षेत्रों से संवाद करने में प्रयोग किया जाता है।
  2. इंटरनेट के माध्यम से विश्व और करीब आ गया है। विभिन्न देश, इंटरनेट के माध्यम से अपने यहाँ बैठे-बैठे ही अपनी सुविधानुसार, अन्य देशों के लिए कई कार्य करते हैं। जैसे-लंदन में प्रकाशित एक समाचार-पत्रिका की डिजाइनिंग और छपाई दिल्ली में की जाती है।
  3. इंटरनेट से हम तत्काल इलेक्ट्रॉनिक डाक (ई-मेल) भेज सकते हैं और अत्यंत कम मूल्य पर विश्व-भर में बात (वॉयस-मेल) कर सकते हैं।

उत्तर 18.
जब उपभोक्ता कोई वस्तु या सेवाएँ खरीदता है, तो ये शब्दचिन्ह (लोगो) और प्रमाणक चिन्ह उन्हें उत्तम गुणवत्ता सुनिश्चित कराने में सहायता करते हैं। ऐसे संगठन, जो अनुवीक्षण तथा प्रमाणपत्रों को जारी करते हैं, उत्पादकों को उनके द्वारा श्रेष्ठ गुणवत्ता पालन करने की स्थिति में शब्दचिन्ह (लोगो) प्रयोग करने की अनुमति देते हैं।

उत्तर 19.
अपने शासन वाले क्षेत्रों में शासन व्यवस्था को अधिक कुशल बनाने के लिए नेपोलियन ने निम्नलिखित बदलाव किए :

  1. 1804 की नागरिक संहिता, जिसे आमतौर पर नेपोलियन की संहिता के नाम से जाना जाता है, ने जन्म पर आधारित विशेषाधिकार समाप्त कर दिए।
  2. उसने कानून के समक्ष समानता और संपत्ति के अधिकार को सुरक्षित बनाया।
  3. डच गणतंत्र, स्विट्ज़रलैंड, इटली और जर्मनी में नेपोलियन ने प्रशासनिक विभाजनों को सरल बनाया।
  4. नेपोलियन ने सामंती व्यवस्था को समाप्त किया और किसानों को भू-दासत्व और जागीरदारी शुल्कों से मुक्ति दिलाई।
  5. शहरों में भी कारीगरों के श्रेणी-संघों पर लगे नियंत्रणों को हटा लिया गया। यातायात और संचार-व्यवस्थाओं को भी सुधारा गया।
  6. नेपोलियन ने एक समान कानून, मानक भार तथा नाप और एक राष्ट्रीय मुद्रा को अपनाकर अत्यंत सराहनीय प्रशासनिक सुधार किया। (कोई पाँच)

अथवा

  1. हनोई के फ्रांसीसी आबादी वाले हिस्से को एक खूबसूरत और साफ-सुथरे शहर के रूप में बनाया गया था। शहर के आधुनिक भाग में लगे विशाल सीवर आधुनिकता के प्रतीक थे। यही सीवर चूहों के पनपने के लिए भी आदर्श साबित हुए। ये सीवर चूहों की निर्बाध आवाजाही के लिए भी उचित थे। इनमें चलते हुए चूहे पूरे शहर में बेखटके घूमते थे और इन्हीं पाइपों के रास्ते वह फ्रांसीसियों के चाक-चौबंद घरों में घुसने लगे।
  2. इस समस्या से छुटकारा पाने हेतु फ्रांसीसियों ने वियतनामी कामगारों को प्रत्येक चूहे को पकड़ने के बदले उचित इनाम की पेशकश की। हजारों की संख्या में चूहे पकड़े जाने लगे। इससे वियतनामी कामगारों को फ्रांसीसियों से सौदा करने का अवसर मिला। सीवरों में घुसकर चूहे पकड़ने के गंदे कार्य को करने वालों ने पाया कि यदि वह एक हो जाएं तो इस कार्य के बदले अच्छी-खासी रकम ले सकते हैं।
  3. इस स्थिति ने वियतनामियों को लाभ के नए तरीके भी सुझाए। मारे गए प्रत्येक चूहे की पूंछ दिखाने पर उन्हें रकम दी जाती थी। इसलिए चूहे पकड़ने वाले चूहे की पूंछ काटकर उसे फिर से छोड़ देते थे ताकि समस्या ज्यों की त्यों रहे तथा उनकी नियमित आमदनी भी होती रहे।
  4. वियतनामी कामगारों के इस कार्य से हार कर फ्रांसीसियों ने इस कार्यक्रम को स्थगित कर दिया। सन् 1903 में पूरा क्षेत्र ब्यूबोनिक प्लेग की चपेट में आ गया। इस प्रकार चूहों की समस्या फ्रांसीसियों के लिए एक बड़ा सिरदर्द बन कर उभरी। यह घटना प्रतिदिन होने वाले वियतनामी जनमानस तथा फ्रांसिसी उपनिवेशवाद के टकराव का एक उदाहरण मात्र थी।

बहुउद्देशीय परियोजनाओं के दुष्परिणाम :

  1. बाँध के जल के उपयोग और लाभ प्राप्त करने के कारण संघर्ष पैदा होते हैं। जैसे-गुजरात में साबरमती बेसिन में सूखे के दोरान नगरीय क्षेत्रों में अधिक जलापूर्ति के कारण किसानों ने उपद्रव किया।
  2. बहुउद्देशीय परियोजनाओं की लागत और लाभ के बँटवारे के प्रश्न पर अंतर्राज्यीय विवाद भी हो रहे हैं, जैसे-कृष्णा-गोदावरी विवाद की शुरूआत महाराष्ट्र सरकार द्वारा कोयना नदी पर जल विद्युत परियोजना के लिए बाँध बना कर जल की दिशा में परिवर्तन कर कर्नाटक और आंध्रप्रदेश सरकारों द्वारा आपत्ति करने पर हुई क्योंकि इससे इन राज्यों में पड़ने वाले नदी के निचले हिस्सों में जल प्रवाह कम हो जाएगा और कृषि तथा उद्योग पर विपरीत प्रभाव पड़ेगा।
  3. जलाशयों में तलछट जमा होने से ये बाढ़ का कारण बनते हैं।
  4. इनसे जलजनित बीमारियाँ व फसलों में कीटाणुजनित बीमारियाँ होती हैं और प्रदूषण भी फैलता है।
  5. इनसे भूकंप की संभावना में वृद्धि होती है।

उत्तर 21.
भारतीय सड़क परिवहन की समस्याएँ :

  1. भारत में जनसंख्या 102.7 करोड़ से अधिक है। साथ ही साथ ढोये जाने वाले माल की मात्रा अत्यधिक है। इन दोनों की आवश्यकताओं की पूर्ति के लिए सड़क जाल कम पड़ता है।
  2. भारत में लगभग 50% सड़कें कच्ची हैं जो वर्षा ऋतु में उपयोगहीन हो जाती हैं क्योंकि वर्षा ऋतु में ये कीचड़ से भर जाती हैं जिससे जाम की समस्या का सामना करना पड़ता है।
  3. सड़कों के किनारे सुविधाओं का अभाव है। सड़कों पर बने पुल तथा पुलिया सँकरी हैं तथा अधिकतर पुरानी होने के कारण इनके टूटने का डर रहता है।
  4. दुर्घटनाओं के समय प्राथमिक चिकित्सा सुविधाएँ सड़कों के किनारे पीड़ितों को नहीं दी जा सकती है। इससे अनेकों लोगों की अकारण मृत्यु हो जाती है।
  5. राष्ट्रीय महामार्ग कम चौड़े होने के कारण वाहनों की गति मंद होती है जिससे पेट्रोल-डीजल का खर्च अधिक आता है और यात्रा महँगी पड़ती है।

आधुनिक लोकतांत्रिक व्यवस्थाएँ बिना राजनीतिक दलों के नहीं ठहर सकतीं क्योंकि-

  1. राजनीतिक दलों का उदय प्रतिनिधित्व पर आधारित लोकतांत्रिक व्यवस्था के उभार के साथ जुड़ा है।
  2. जब समाज बड़ा और जटिल हो जाता है तब समाज के विभिन्न मुद्दों पर अलग-अलग विचारों को समेटने और सरकार की नज़रों में लाने के लिए विभिन्न राजनीतिक दलों की आवश्यकता होती है।
  3. विभिन्न राज्यों से आए प्रतिनिधियों को एकत्र करने की आवश्यकता होती है ताकि एक उत्तरदायी सरकार का गठन हो सके। इस कार्य को राजनीतिक दल ही पूरा कर सकते हैं।
  4. अगर दल न हों तो सारे उम्मीदवार स्वतंत्र या निर्दलीय होंगे। तब, इनमें से कोई भी बड़े नीतिगत बदलाव के बारे में लोगों से चुनावी वायदे करने की स्थिति में नहीं होगा।
  5. निर्वाचित प्रतिनिधि सिर्फ अपने निर्वाचन क्षेत्रों में किए गए कामों के लिए जवाबदेह होंगे। लेकिन, देश कैसे चले इसके लिए कोई उत्तरदायी नहीं होगा।

उत्तर 23.
भारत के संघीय ढाँचे की दूसरी परीक्षा भाषा-नीति को लेकर हुई। हमारे संविधान में किसी एक भाषा को राष्ट्रभाषा का दर्जा नहीं दिया है। हिंदी को राजभाषा माना गया पर हिंदी केवल 40% (लगभग) भारतीयों की मातृभाषा है इसलिए अन्य भाषाओं के संरक्षण के अनेक उपाय किए गए। संविधान में हिंदी के अलावा अन्य 21 भाषाओं को अनुसूचित भाषा का दर्जा दिया गया है। केंद्र सरकार के किसी पद का उम्मीदवार इनमें से किसी भी भाषा में परीक्षा दे सकता है बशर्ते उम्मीदवार इसको विकल्प के रूप में चुने। राज्यों की भी अपनी राजभाषाएँ हैं। राज्यों का अपना अधिकांश काम अपनी राजभाषा में ही होता है।

श्रीलंका के विपरीत हमारे देश के नेताओं ने हिंदी के उपयोग को बढ़ावा देने के मामले में बहुत सावधानी भरा व्यवहार किया। संविधान के अनुसार, सरकारी कामकाज की भाषा के तौर पर अंग्रेज़ी का प्रयोग 1965 में बंद हो जाना चाहिए थी पर अनेक गैर-हिंदी भाषी प्रदेशों, जैसे-तमिलनाडु ने इस मांग के लिए उग्र रूप धारण कर लिया। केंद्र सरकार ने हिंदी के साथ-साथ अंग्रेज़ी को राजकीय कामों में प्रयोग की अनुमति देकर इस विवाद को सुलझाया। अनेक लोगों का मानना था कि इस समाधान से अंग्रेज़ी-भाषी अभिजन को लाभ पहुँचेगा। राजभाषा के रूप में हिंदी को बढ़ावा देने में भारत की नीति बनी हुई है पर बढ़ावा देने का मतलब यह नहीं कि केंद्र सरकार उन राज्यों पर भी हिंदी को थोप सकती है जहाँ लोग कोई और भाषा बोलते हैं। भारतीय राजनेताओं ने इस मामले में जो लचीला रुख अपनाया है उस कारण भारत श्रीलंका जैसी स्थिति में पहुँचने से बच गया है।

  1. विकसित देशों की बड़ी बहुराष्ट्रीय कंपनियाँ छोटे उत्पादकों को उत्पादन का आर्डर देती हैं तत्पश्चात् उत्पाद को अपने ब्राण्ड नाम के साथ ग्राहकों को बेचती हैं।
  2. बहुराष्ट्रीय कंपनियाँ दूरस्थ उत्पादकों के मूल्य, गुणवत्ता, आपूर्ति और श्रम शर्तों का निर्धारण कर उत्पादन पर नियंत्रण रखती हैं।
  3. बहुराष्ट्रीय कंपनियाँ उस स्थान पर उत्पादन इकाई स्थापित करती हैं जो बाजार के निकट हो, जहाँ कम लागत पर कुशल और अकुशल श्रम उपलब्ध हों और जहाँ उत्पादन के अन्य कारकों की उपलब्धता हो। साथ ही यह सरकारी नीतियों पर भी नज़र रखती हैं जो उनके हितों की देखभाल करती हैं।

  5. बहुराष्ट्रीय कम्पनियों ने उत्पादन की नवीनतम प्रौद्योगिकी अपनाकर उत्पादन को तीव्रता प्रदान कर वैश्वीकरण को संभव बनाया है।
  6. बहुराष्ट्रीय कम्पनियाँ अन्य देशों में अपने उत्पादन का विस्तार कर रही हैं जिससे इन देशों में विदेशी निवेश की पूर्ति होती है।

ऐसे प्रमुख कारक निम्नलिखित हैं जिनसे उपभोक्ताओं का शोषण होता है :

  1. सीमित सूचना – उपभोक्ताओं को उत्पाद की सही सूचना देना आवश्यक होता है। परंतु उत्पादक वस्तु के बारे में सभी जानकारियाँ नहीं देता जिससे जानकारी के अभाव में उपभोक्ता गलत वस्तु चुन सकते हैं। तथा अपना पैसा आँवा सकते हैं।
  2. सीमित आपूर्ति – जब किसी वस्तु की आपूर्ति उसकी माँग से कम होती है तो इससे जमाखोरी की प्रवृत्ति बढ़ती है। परिणामस्वरूप कीमत बढ़ती है जिससे उपभोक्ता का शोषण होता है।
  3. सीमित प्रतियोगिता – जब किसी वस्तु का उत्पादन कम होता है तो उसका एकमात्र उत्पादक या एक से अधिक उत्पादक उस वस्तु की आपूर्ति पर नियंत्रण रखने में सफल होते हैं। परिणामस्वरूप वे वस्तु की आपूर्ति और कीमत को अपनी सुविधानुसार रखते हैं।
  4. व्यापार के अनुचित मापदंड – बाज़ार में शोषण कई रूपों में होता है। उदाहरणस्वरूप, कभी-कभी व्यापारी अनुचित व्यापार करने लग जाते हैं, जैसे दुकानदार उचित वजन से कम वजन तोलते हैं या व्यापारी उन शुल्कों को जोड़ देते हैं, जिनका वर्णन पहले न किया गया हो या मिलावटी / दोषपूर्ण वस्तुएँ बेची जाती हैं।
  5. भ्रामक विज्ञापन – उपभोक्ताओं को आकर्षित करने के लिए कंपनियाँ समय-समय पर मीडिया और अन्य स्रोतों से गलत सूचना देते हैं।
